This is never normal!

Why is this? It has a choke thingy attached to the dashboard but it is fixed and doesn't work so I assume it has been fitted with an automatic choke.

If this isn't the case why is it running so high? Does the engine need re-tuning? It has been sat around for 2 years doing nothing.

It's a special feature that ensures you're never stranded when the throttle cable breaks...

Suggest checking conclusively for the presence of an auto choke (water pipes connected to side of carburettor).

Then check its operation:

With cold engine- remove air cleaner, check that choke flap is closed. Then start engine and when warm, check that the choke flap is wide open - if so; adjust the idle speed down to whatever feels right using the idle screw on the carb linkage.

If the choke flap stays closed- dismantle and clean choke assembly once the water system has cooled down. It may be possible to loosen the water housing (which contains a coiled metal strip) and twist it to open the choke. NB Remember to mark its original position before moving anything.

Try running the engine then to see if that was the cause of the 3000rpm. If it was; cleaning the mechanism and setting it to closed when cold and wide open when warm will cure it.
With the choke working correctly- if the engine still runs fast, slow it down using the idle screw on the carb linkage.

having stood for a while the throttle butterflys may be seized while checking choke flaps look down carb and see how open round brass butterflys are open should only be a small amount - also find tickover adjuster screw and ensure that the throttle stop is returning to rest against screw - if it isnt - either carb is seized ir cable is badly adjusted or maybe a return spring has become dislodged which would all be like having your foot partially on accel. pedal

if the engine is not too keen on starting as well as idling at high revs, you could check the throttle cable, if the engines earth cable oxidises then the starter will try and earth itself through the throtle cable, causing it to start to melt, and causing it to jam, this happened to me once.
