I understaand that they will be able to track the car down to the home address and then impound it (only if the car is registered in a greater london borough?).
But how will they now where the car is parked within the charging zone? The cameras will detect the car entering the zone, but where within the zone the car then goes is not traceable. (or am I missing something?).

Is it just me but doesn't this just mean loads of people will alter their number plate? This would mean loads of cars that are uninsured (as they are taxed incorrectly) and make the job of the police even harder.
Also what do you do if you're completely inocent and they tow your car away (ie someone has seen your car, same make etc. and copied your plate). Car cloning hell IMHO.

This is gonna open up the market for scrappers - buy a £300 ruster, then if they nick it just buy another...
Where is the justice in this country where a man like this is allowed to persecute innocent citizens for goin about their lives?? Thank God I don't live in London.
And whats he gonna do if someone lives outside the London Boroughs?? Will he have authority to clamp cars in Essex, Surrey etc... You can see a load of false registrations comng on.....

Well, what can I say.. hardly unexpected from Red Ken - man of the people my arse... he's no more a man of the people than Stalin was... he's just too weaselly to be of that stature..
Problems with this scheme include not being able to get at cars outside the GLA area, people with garages being immunue, people with dodgy plates/titles... the list goes on.. and you can bet it won't be long before someone's going to court to get their car back and the whole system is going to be put on hold and rendered illegal by some high court or other..
Another thing, although there are cameras inside the charging zone, how many 'ways through' are there going to be.. I bet someone who tried hard enough could get in, through and out again every day.
I do hope that the scheme not only collapses but that it makes so many enemies that Ken is burned on a pyre in Kennington Park for his sins against motorists.
And in the interim, if you live in London, Ken's making your life a misery and costing you shitloads of money for a scheme which will bring London to its knees and then be withdrawn as a failure spectacular enough to render the millenium tent farrago a fond monument to government achievement.
A final thought.. if you dislike the privatised traffic-wardens and clampers, wait until you get a load of the privatised vehicle confiscators... neanderthals who can't work on club doors now you need a clean record, to a man. Vehicles damaged with impunity and with car-hater Ken's blessing.

..or risk an increase in the number of "clones" (where a numberplate of an identical car is placed on another)

Believe me, we do care! You would not believe how much work is involved trying to trace an unregistered vehicle.
Most of the people that I work with actually do the job for the scrote who is driving it. We have a special form that we send to DVLA with the last user of that vehicle (effectively registering it for them) but that does not cater for the few or many that have used the vehicle before it is stopped.
The Dept of Transport are to address this next year by bringing in a system of continuous ownership on vehicles.
This means that until the seller registers the vehicle in a new name, then all FPT fines or enquiries relating to that vehicle will be owned by the previous registered owner until they re- register it.
It probably still has loopholes as how do you genuinely know if someone is using their proper identity when you sell your car to them. At least however if the onus is on the previous owner to make sure a change of ownership is notified, then we maybe making some headway into a srious problem.
Statistics show at the moment that there are around 1000,000 un-registered (that is not registered to the current keeper) vehicles on the streets of GB.
1000,000 vehicles that are not taxed and insured or tested
Any one of these could cause you a serious financial loss unless they are sorted out.
