London's congestion charge is "very likely" to rise to £10 by 2008, mayor Ken Livingstone has said.
During the annual State of London Debate he said the £2 increase could be included in his next manifesto.

Mr Livingstone also confirmed that bus fares would rise by 10% next year in order to help repay the £3bn government loan for public transport.

The London Assembly Conservatives said the mayor is using the congestion charge to raise money.

The daily road toll was £5 when it was first introduced in February 2003 and rose to £8 last July.

'Expensive mayor'

In February 2007 the boundary of the congestion charging zone will be extended westwards to include Kensington and Chelsea.

Angie Bray, London Assembly Conservative transport spokesman, said: "London is beginning to wake up to how expensive this mayor has turned out to be.

"Whenever he needs more money the congestion charge and bus fares are where he turns. This rise confirms that congestion charge is about raising revenue not cutting traffic."

The mayor also revealed that 400 pupils have had their free bus passes withdrawn due to bad behaviour.

But he said this was not a common problem and that a total of 300,000 under-16s had taken up the offer of free travel.

The State of London Debate gives Londoners the opportunity to question the mayor and policy makers on topics such as safety, transport and the environment.

It was highly ironic to find, a few weeks ago, that London Tories had dreampt up an election wheeze of lowering fares in London...we'd have fair fares on the busses and underground.
Hey, how's about having low fares, a centralised, integrated, properly regulated transport system? We could run it for the benefit of the people who live in and visit London. Wouldn't that be radical?
When we've got that under way and we'd go for a London-wide Education Authority, and properly organised public housing.

Talking of water:

I loved John Phillips summation of Livingstone in yesterdays Daily Mail.

"If he had another brain cell we would have to water him."
