Ha, at last! I have said this all along, trying to tax cars off the road will not work, as many people choose to drive as a personal choice, and for conveniance. In many cases we do not NEED to, just as we do not NEED a video recorder, dish washer etc etc, but we choose to have them, and pay for them, because it makes our life better, we feel. On the other hand, trucks are on the road solely for commercial reasons, so present a better commercial case to put freight on the railways, and it will go there. It is especially nice to see a car manufacturer making such a move, lots more room on the roads for their products!
