Cart before the horse again as more powers are given to local authorities to clear up abandoned cars

Can only firmly agree with the last paragraph. Since the increases in cost for scrapping a vehicle, I have lost count of the number of dumped cars I've seen. Never used to be a problem when they were worth something.
