Heater control lights

According to my manual, the dials which switch on and adjust the two heat/cooling systems should illuminate red and blue respectively only when switched on. Mine are lit permanently. Is this one of the many alterations thro' production (mines a 97) or a fault. The problem is obviously when using any more than tickover it is impossible to hear if the fans are working and so much fumbling and faffing ensues. Any suggestions??
