How the hell do I fit this PAS belt???

I'm trying to refit the PAS pump and belt to a Mini Diesel engine. The pump has no tensioner and there is no way I can lever it far enough from the engine to bolt it down. Have a look at the pics below and see what you make of it.

First thoughts are that it's the wrong belt, no idea how you would fit that

That's what I thought so I've checked with BMW and it's the correct belt! Same length as the original that I cut off!
