Dashboard Voltmeter VXR8

My VXR8 voltmeter goes from 10V to 18V, but LEDs don't illuminate, I can get a replacement 8V to 16V.

Will this be a direct replacement and show the correct voltage without anything other than fitting and connecting? Thanks.

can't it be repaired if it's just an led ? or is the actual needle part not working ?

Probably and electronics is my supposed expertise 
I was trying to cover a situation where I may have stripped part of the interior and then was not able to repair in a timely manner.
