Kev...it reamins a very valid question. I have a good mate who works for environmental health and as far as he is concerned, a car is as loud as a car will be, unless it is being abused.
I.E. revving crap out of it on your driveway. On the public highway, he says ther is very little that anybody can do about it. I have had the police up along side of me only to smile and give me the thumbs up, before they disappear!

In NZ the limit is "no louder than factory" or words to that effect.
Sounds like open headers here is ok... cool.
Im thinking about cutouts myself.
Basically a Y piece that goes in the exhaust, manual block off or an electric valve.
They make them for all sizes of exhausts you fit it post header.. likely post cat too.
They are only about $30 each.
Good for dyno and track action. Plus driving through the high street

I took my 05 VXR with unsilenced Wortec catback to see my Cousin. He's a Traffic Sgt with Kent.
According to him, no legal limit, it's just how you behave & if they get any complaints.
So..... no burnouts or doughnuts in the PC World car park, no revving outside your house to annoy the neighbours and you should be OK.

I have a wortec system, 102.9 db at 4,100 RPM 1/2 meter from exhaust tip, over 105db on track when ragging it!
Nearly 2 years on the road without mufflers, some what loud, no trouble with authorities but banned from Bruntingthorpe for noise.

twin 40 delortto's and trumpets
the exhaust just seems to be for show
a traffic warden stopped me and threattened me with a section somthing
as i was stuck in traffic just let him whittle on
when the traffic was gone just opened it up to 30 mph and sit there somthing like in Alli G
if they really want to give you greif they will find something
banned my brothers saxo from the road for a bald tyre
prohibition notice i wass really pissed they went over it with a fine tooth comb
however plod did manage to miss the fact he had no front breaks

I've often wondered about noise limits. I thought all new cars were subject to a maximum 'drive by' noise limit? But once it leaves the dealership you can do what you like to it? How do TVR get away with selling such noisy cars, as standard?
Bleedin' saxo boy racers. I'm glad they put a prohibition notice on it. May be they should have banned your brother as well - he must be mentally retarded to drive a car in that condition.

my first cerb was soundchecked at Thruxton at 118db - problem was i didnt realise the black flags were for me. My Griff with no silencers was 104db at half metre.
i think each additional 2 or 4 db actually represents a doubling in volume its not linear so the cerb was bloody loud - enough to set off car alarms and get people shouting in petrol stations
