There is no reason to be here as in the UK most tax is based around the totally harmless CO2 emissions

I would doubt it. I dare say many people in "green" tax free/£30 a year cars bought them for that reason. I don't think the government can now say.... by the way from today you owe us £130 a year.

VW and the other car manufacturers will likely have to foot the bill in fines.

However I think it's likely they will recalculate the tax bands for new diesels.
