Sagaris Power Steering

Been having a problem with the power steering for some time. Basically it doesn't work! Looked through Graham Varleys excellent pages (thanks Graham) replaced fuse no 36, replaced the gray thing in the engine (that's obviously the technical name for it) but still no joy. Checked and replaced 80 amp fuse, still nothing. However I have noticed this afternoon a green solid material on the power steering side of the connector lead to the 80 amp fuse. Is this supposed to be there? It looks like it's been put there so the wires don't separate but now i'm starting to think the copper may have oxidised. Not sure if this would stop the power getting to the power steering unit but has anyone had any similar experiences or advice?
Very strange because it lives in a garage and I've only done 400 miles in the last 12 months so havnt had it out that much so it shouldn't have happened, in theory.
