Generally, if it's somebody else's engine, red line it. Lumbering old Rover V8s are the exception because the torque drops off so quickly it's actually quicker to change up a few hundred rpm earlier. In any case, the first half a second is absolutely critical and makes more difference that the odd few rpm here or there. To get a good time to need warm tyres on a good sticky surface, and push it hard enough to just barely 'chirp' the tyres without actually spinning the wheels. Takes a lot of practice, and done wrong it is very hard on the transmission.
