Need a strong adhesive to reattach the two brackets on the inner wing for the wheel liner too screw to. Much appreciated if anyone can help

Superglue. Any. Even the Poundland £1 stuff. The only thing that will remove it is ethanol and you're not likely to drive through a puddle of ethanol. Might want to test it on the surfaces, though, to make sure it doesn't damage them in any way.

I think standard superglue breaks down over time in wet conditions. You can get waterproof varieties - or use a 2-part epoxy

I use roberlo bumper plast for this kind of repair,

You need a panel bonding 2 part adhesive. Look on Amazon, several choices on there. Similar to what the factory uses.
