I'd seriously look at a decent R32 GTR (not a single turbo conversion) with uprated ecu and boost control. You should get a great street car with about 400bhp for the money you're willing to spend.
Maybe even an R33 but they're a bit blobby and big compared to the chiselled R32.
Failing that, I'd go for a sorted Evo VI.

If he wants to bankrupt himself after a year of ownership and running one as a daily car then yes. Service every 4500 miles, tyres every 8000-9000. If it is for a weekend toy a Evo will be the best buy
But a 03/04 plate Impreza STi PPP will be my choice. I had to settle for a WRX because of Insurance

Or if practicality is an issue, how about an integra- either DC2 or DC5. You could even spend 7 grand on a mint Dc2 and the get it supercharged...cant imagine many scoobys or evos leaving it for dead on your average b-road then...

What do you want the car to do? There's a huge list of possibilities, and they're all different really, how do you drive, what roads, how much space do you need?, want to tune it?, how fast do you want to be able to go?, doing track time a possibility? yadda yadda yadda

I've seen scruffy but sound R32's go for £5k recently , they are getting long in the tooth now thoughThere's been scruffy R32's going through the blocks for 5-6 grand for at least a year or two, perhaps longer.
Personally I'd look to spend around 10k on a clean R32 and upwards of 12-13 on an R33.
R33's are making for a great buy at the minute as there's quite a few of them, and nobody seems to be prepared to hold out to get their full asking price and would rather drop the price by a grand or two to get the money faster. A tad annoying for those of us who'd rather not see their values drop like a stone but as I've no plans of selling mine I don't mind.
I've no idea of your car background, so forgive me if I'm teaching granny to suck eggs as it were, but I wouldn't jump into a GTR with a shit load of work done unless you've got experience of cars on par with them, or at least in the same ball park, they're far from tame once you start getting power out of them. They're very easy to get power out of, and treating them well in terms of maintenance and servicing is essential for longevity, with that comes the aforementioned scruffy ones that aren't worth looking at imo unless you want a big project.
I'm obviously biassed being a skyline owner, but for your price range I'd take a GTR over either the scooby or the evo. I very nearly bought an evo 7 FQ320 I think it was but the GTR won hands down for me having driven both. Evo is a bit more of a wired mentalist that's always wanting to drive hard, where the GTR is more civilised and can be used for the daily grind more comfortably, but at the same time is a bit of an animal once you start hitting the noise pedal.
Another car I'd consider is a Mk IV Supra TT. That sort of money should bag you a great one and some change, and as far as Jap cars go they're the only one in that price range I'd consider against a skyline for daily driving type stuff as well as some real fun.
The evo's and scoobs, as much as they're very capable, don't do it for me too much if I'm honest. Can't get past the image of them these days, and I'd constantly worry about where I parked with either of their keys in my pocket as they're pretty much the crims' favourite cars lately.
To summarise, for me, a "stage 1" R33 GTR with the basics done, or a nicely fettled R32 GTR, or a Supra TT with some mild tuning and spend the change on some decent suspension.
Oh and if a Supra and an R32 or R33 GTR aren't your thing, I'll throw a curveball and say Skyline R34 GTT, which is a VERY capable RWD 2.5 turbo that with a sprinkling of mods in the right places can be incredibly capable and huge fun.
Another curveball, the humble S15 silvia. Again, massive tuning potential, very rare over here, look gorgeous, great fun to drive and RWD fun.
And if you want something with the looks and the fun, in one very small and light, somewhat unique package, that sort of money will buy you a fantastic RX7. Which would be high on my list of cars to investigate if I was in your shoes.

Another option would be a well sorted R33 GTST and save some cash. Mine (in profile)was running 400ish at the wheels, it was a handfull but at the same time, was a fantastic drive and a right laugh.
I looked into P1's but found Sti Type R's better value. You could get a lovely Type R for that sort of money.
I looked at a few Rx7's too, Jurgen who run's JM-Imports brought in a lovely Magic-R one earlier in the year, but Mrs GMan did not want to go for it at that time.
I've got an MY04 Sti PPP at the minute, great car but needs more power.
