A bit of help required please.
My father has a 95 Supra and wants to upgrade the wheels. He currently has the original 16" alloys that are tired and a little small...
I know that upgrading to 17 or 18 he should keep the same rolling circumference, but does anyone know what off-set the wheels are?
Anything else we should know also while we're at it.

50mm offset all round as standard. 8j front and 9.5j rear on the 17 inch standards 
As Gaz mentioned it's quite important that you make sure the wheels fit over UK spec brakes, whether it be a uk spec car or not as he may want some decent brakes in the future
It's not just a wheel width issue but to do with the shape of the spokes too, but there's loads out there that do, if not just drop the offsets and roll the arches.
You can normally drop the offsets to 45 and run 9.5 rear and 8.5 fronts without any grief, but obviously it's worth checking out what other people are running, and making sure a particular wheel fits.
The Guys at Envy are pretty clued up and stock a nice selection of wheels. Nice guys to deal with to. www.envyperformance.com
And of course it would pay to check out what folks over on www.mkivsupra.net/vbb are running to get an idea of sizes and offsets.
ETA: A quick dig reveals this thread which gives a list of wheels and their specs that are known to fit over uk brakes.
