To be honest theres not that much point modifying a non-turbo Subaru. Getting a bigger exhaust + decat will give you a bit more useful torque (any exhaust place can do a custom exhaust pretty cheap,, it doesn't need to be some well-known brand or anything for that level of tuning), and a better flowing airfilter may help a bit too, other than that I'd keep it standard until you can afford a turbo version. I haven't modified my '97 2.0 Legacy at all because its under a warranty, but even if it wasn't I probably wouldn't bother. I've noticed a bit of an increase in power running on 98 octane fuel rather than 95, takes a couple of tanks for the ECU to adjust to it though.
You may get some handling advantage out of lighter alloy wheels (especially if it has the standard steelies on it) and lower profile tyres, but don't go to the extreme - 16" wheels would be fine for most use, or 17"s if you value the look over ride comfort.
