It's basically a document which the Vehicle Inspectorate produce for the car that the SVA/ ESVA examiner will use as a reference tool for testing cars which come in to make sure they're the same models. 
For vehicles where a model report is not made, you can pay to have one done at great expense, and then hold people to ransom over it ala the aforementioned garage.
With all due respect, Iain is not 'holding you to ransom'.
He shelled out a lot of money and time to get a model report so that he could import these cars to sell through his business.
If he wants to keep that for his exclusive use that is his perogative but he is not stopping anyone else doing the same, is he?

I doubt you'll save much money by importing it yourself. Check out autotrader. There is an 05 with 7000 miles on the clock for £17k
