They are fairly reliable mechanically, quite hard on things like bushes etc.
My brother in law has had 4 in total, he and my sister had one each at one point
His first had a downpipe, exhaust, 1bar chip, induction kit, gab adjustable suspension and it was quick.
His most recent one had a rebuilt engine with forged pistons, metal headgasket, hks cams, hybrid turbo running 1.5bar, topmount chargecooler, water injection, gab adjustables again and a cage. It was plain silly really on full boost.
One problem which rears its head is the clutch pedal assembly tends to like to seperate itself from the bulkhead requiring some welding and reinforcement. If its not been done its quite an involved job.

Get one with a FMIC conversion, the standard interwarmer is cack!
Rust can happen on them, especially if been in this country a long time.
Reliable as long as not heavily tuned, but same with all cars really.

They do grip exceedingly well, but are prone to understeer when pushed, whiteline do a kit which reduces this though.http://cgi.ebay.co.uk/Whiteline-Nissan-Pulsar-GTiR...
If I had the money to pump into it I'd have one over an EVO or WRX of similar age.
I'd buy it as close to standard as possible, pref straight from Japan and the first thing I'd fit would be quaife gearset, ready to take 400 odd hp
