Impreza 2000 turbo ABS fault ?

Hi folks just acquired my first scooby and i'm
[understatement] suitably pleased [/understatement]

however it seems the ABS is knackered symptoms are

NO abs action.
NO warning lamp ?
Pump does NOT run at all
(however if i pull the relay and feed the pump from 12v it will)
Fuses ARE intact.

Poor pedal needing a double pump to get brakeing force.

thoughts ??

also where is the abs ecu located (for all i know the previous owner has pulled the plug)

i have tested both the relays mounted on the pump unit and there both fine.
