Quick yes (as long as you dont get a standard one,

I would join the owners club, and just the same with any performance car, do lots of homework. People buy these cars, bust them, realise they cannot afford to repair them properly or at all and then sell them on.
If you spend less than 3k for a modded one your in for a hole heap of problems, 3k for unmodded should be ok.
Personaly I would buy a scooby, better handling, cheaper to mod, stronger boxes and engines, better club scene etc
however
if you want a bit of a sleeper then go for it!
Mine was 300hp, qaiffe box, forged pistons, and all the other gumpf and it was great fun.

I've driven 3 - standard one, quick but not too exciting. 320bhp one - rapid, only light breathing on to get to this power, and really was very fast. 393bhp one - heavy engine work, this car was mind blowingly quick. 996 911 turbo slayer! But always felt like it could break, so i would always go for the 320bhp one if i was buying one myself, mild modifications brings power right up, but keeps its reliablity better. They are all thrashed though and turbos are common failures.

Yes and no 
Pulsar was a model range, the GTi-R can be very very quick. But they also did a 1.5 n/a which really wasn't.
I don't know for sure, but Sunny's and 100NX's suffer badly from rust on the rear turrets, as the GTi-R is an AWD version of a Sunny it might be worth checking before parting with cash.
Great little car, I have one standard, but with a quick shift box. They corner like they are on rails. Easy to tune up, and have a cam chain instead of a cam belt.
Get one as late as possible, mine is a '94 M plate and I haven't seen any others on an M.
Things worth keeping an eye on:
Make sure its properly sorted, ie, since its an import, make sure its got a proper SVA certificate, with work that was done on it properly, particularly the kilometers to miles conversion on the speedo. Fog lights are aftermarket, so make sure its all good, and secondly at best its going to be almost 15 years old, so you probably will need to spend a little to bring the power back up.
Give me a shout if you want mine, (nice low mileage!) I'm trying to pin something else down at the moment!
