Dash heater wheels

After removing the dash top to have it referbished I noticed a snapped cable which leads to underneath the bottom wheel.

When I move the wheel the cables moves with it , is this normal ?

I have just done my dash as well, I thought I had 2 cables going down through the bottom wheel, maybe a red and a black?, I can make a photo if it helps, my dash is now fitted but I haven't put the top on yet

The wire is for the LED which is set into the edge of the wheel. The LED is so you can see where the control is set at night.
