Hi, you need to check / position them carefully before securing them as this caused by pressure inside the rack. I haven't had to do it myself but I have heard of people putting a tiny vent hole in the gaitor to get round this issue.
The white plastic bit sounds like the lock stop, put in to stop your wheels / tyres fouling the suspension.

Next time you post, Geoff, may I suggest you put the problem as the heading, not the type of car?
So "steering rack gaiter problem" might have got you more responses.

The gaitors on my rack collapse as well. Kiley Clinton, who refurb racks, told me that some rack bars are drilled all the way through to prevent this....but not on the TVR. I have read that when the car is jacked up you shouldn't move the steering from lock to lock too quickly or you could blow one of the gaitors off.
The white plastic piece is a limit stop and just floats on the shaft...all normal.
When you fit the gaiter have the steering straight ahead and before you fit the clip lift the lip so that pressure can equalise.
The gaiter will collapse a little but only when you go onto lock which is not often enough to worry about.
