Burning oil will give bad emissions. If your valves are freshly seated and you still have low compression in one cylinder then possible the rings on the piston are failing or a worn bore which allows engine oil into the combustion chamber.
I assume liners were all flush with the block head face and not sitting below showing the Ali casting when you had the heads off?
It could be a naff lambda sensor also?

  1. 2 cylinder is on the far right and liner is flush. Doubt you can tell is picture shows any wear but someone with a better eye may have a better idea.

Really need close up pictures of the cylinder bore tbh. High hc is caused by unburnt fuel and or engine oil being burnt.

might have got this wrong but arent they the odd numbered cylinders in the pic i.e. passenger side
