Low volts at windscreen washer pump ?

The windscreen washer pump doesnt operate when the stalk is pulled. I pulled the wires off the pump and checked the voltage by connecting a multimeter across the wires and I am only getting 4.9 volts
I assume its a poor connection in the circuit but both wires disappear into the loom near the pump.
What would be the best way to proceed with fixing this ?

First do you get a couple of sweeps of the wipers when you select wash? If you do then fuses
First put a known good +12v and a good earth across the pump and confirm it is working.
Next use your known good earth and the supply from the loom.
Next pull the wiper delay relay and apply +12v to the pin position marked 41 on the fuse board (pin 53c marked on the relay itself). If this does not work the problem is in the loom and I can give you other places to test from.

Hi Steve, just a question but curious as to why blaze away would measure 4.9v with the cables disconnected, from my distant memory of electrics you would need a current flow to produce a volt drop, so shouldn’t it be 12v or nothing with the cables off ??? , unless something else is causing the drop in parallel off the same line ???
All sorted now.
Pump was seized I already had a spare so easy fix.
The 5v issue was a red herring !!!!
Turns out the 2 metre mini jump lead set I used, to get the signal from the pump wires to near the column stalk where I had the multimeter so I could see it, was faulty.
Still dont understand it but black wire was 0 resistance and ted is 16 mohm. Very odd.
Now in the bin.
