Ok first the the longer cage bit with the ratchet on it broke, so I bought a new one fitted it to the mirror assembly then fitted the lot to the car went to adjust the mirror by hand on the ratchet and it came away in my hand, the mirror assembly that is. As you can see form the pic's it seems that the flat plate on the top of the spigot was cracked almost through and gave up the ghost.
The question is can you disassemble the mirror assembly and replace that part and if so how?

I don't know but if you get stuck, give Adrian at Central TVR a call. He rebuilds them and did mine. He will tell you how most likely and might have some parts he can send.

There are many threads on PH, here's one to refer to regarding the piece you have broken:

I repaired and fitted the mirror assembly as MAV said it worked well, the only thing I would say was before full assembling the wing mirror I would dry fit the tripod to the fitting that screws into the door, then screw the whole assembly into the door to check the position of the mirror assemble when tightened, you can then note how far you need to rotate the tripod on the fitting when its off the car. This is done by undoing the small screw in the tripod base assembly, when you have taken it off the car the screw is easy to get at. Do that as many times as you like to get it right, you do not have to put the wires through the door they can just be taped around the mirror until you have got it right. When the whole wing mirror is assembled, wires through the door etc it is easy to lift that troublesome plastic sleeve enough to get a rod/screw driver through the tripod to tighten the assembly to the correct position.
Many thanks for all the pointers and help. Have fun.
