Flickering headlight on X-type?

An issue has just cropped up with my X-type.
One of my dip beams (I think the inner of the four headlights are dipped beam/high beam) is not working at all and the other is just flickering.
If i switch to high beam, both are working fine. I have just swapped the flickering bulb for a new one and the problem persists so i guess i can rule out a bulb issue.
Any idea's what to check next?
The outer headlights are working fine.

I seem to be having a few other issues which could be electrical..
my windscreen washer pump is just giving me a little squirt, rather than a decent stream.
The other day i had to use my key fob to unlock the doors from the inside as the interior handle would not unlock the drivers door.
I am starting to think i could be suffering from a battery/alternator issue but would be interested in opinions from those with a clue
