XF 2.2 Diesel - remap from lower spec to higher?

Just wondering if I am right in assuming that the lower powered version of the 2.2 diesel engine in the XF is literally just a detuned/mapped version purely to provide a lower spec model to get it under £30k? If so, can the lower spec one (163bhp) be remapped easily up to the higher output (190) or even beyond? I've seen one or 2 specialists claiming a higher potential top figure for the one that is already a higher output compared with the lower spec so either they're bluffing or there is something more fundamentally different between the 2 engines. Anyone here an expert?
PS. I know it's a bit sad to be even considering the 2.2 but it's down to company car restrictions on price/emissions, etc.
