2016 Golf GTD with rust on sill

Today I went and viewed a Golf GTD on the 16 plate. It was a nice car with a couple of cosmetic issues. The car had covered 70k and when I was inspecting it I noticed that the bottom of the rear sill on each side directly beside the front of the rear wheel was rusting.

Has anyone else seen this on one of these cars and is it a common issue ?
