VW Polo 1.4 (2006) EOBD Port

I need to set up a trickle charger for my fathers 2006 Polo largely because he leaves it outside and doesn't use it enough. Both the cigar lights are not live with the ley out and I was considering tapping into an always live cable but I've seen a trickle charger that connects to the EOBD port.

Can I ask please, is the EOBD port on this car always live ? Also, where is it located on the Polo ?

OBD ports have a permanent live on all vehicles at pin 16.

VWs also have an ignition switched live usually but it's not a requirement.

The port should be near the accelerator pedal.
