The bottom bolts are under the car and the top ones go through the bulkhead. You have to peel back the carpet in the cabin, from the bottom. You don’t need to lift much of it and it sits back down again easily when you are finished.
To tilt the tank you will have to move the filler pipe, but it should slide easily once the clips are loosened.
If the fuel pipes are original you may want to take this opportunity to replace those attached to the tank. Indeed, they are most likely the source of your leak.

Very early Pre-Cat fuel tanks have differences where the sender and pipes etc are positioned on the tank, which means at least the TVR silicon gasket through the bulkhead might not need to be disturbed, depending where your leak is of course.
