fitting top padded vinyl top rail

Hi folks, I'm restoring a 1988 Mini 1000 and have a problem fitting the top padded vinyl rail on to the bulkhead. The rail has 3 bolts one at each end and one in the middle. However the bulkhead has only 2 bolt holes one at each end there is no fixing hole in the middle, only the ash tray cut out. How do I do this please.
