2005 Defender td5 loss of power

My 2005 Defender td5 developed a fault and I need some guidance where to look for it.
When started, the engine develops very little power, such that I can not keep up with even very slow cars. Max speed about 45 mph. After a time, anything between 5 and 30 minutes, power comes back and all is well until the engine is switched off.
I've checked the waste gate actuator, suspecting it may not operate properly. But it moves smoothly (so the wastegate doesn't appear to be stuck open), the small pressure hose to the inlet air pipe (after the turbo) is clear, and when sucking and blowing into the actuator there are no leaks.
Am I missing something? Is this a kind of limp mode possibly caused by something else?
By the way the car has manual transmission.
