Does anyone on here know of any recruitment companies which specialise in HR staff?

I assume you've tried the big firms like Reed and PSD et cetera? Are you looking for smaller ones? If so is it for regional or national coverage?

Reed has been done (online) but no others.

Any would be great, it's for my girlfriend who is looking for a position in South Wales, but as many places we can send her CV the better.
