TFL PCO Licence

I spent about 14 months messing around with TFL to get a PCO licence to do private hire/chauffeur work. They were very difficult but that's by the by.
What gets me is that TFL insists on PHEV or fully electric vehicles if they are to be newly licenced.
Yet, you can obtain a PCO licence from anywhere else in the UK and they only stipulate Euro 6 compliance.
So you can get your PCO licence, let's say in Wolverhampton, then register the car for private hire there and then work in London.
This means that you can legally use a (new/2nd hand) V-Class diesel and do the same work as a TFL licenced driver but they can't have that vehicle unless they buy one already registered as a TFL vehicle prior to 2023, so second hand and presumably attracting a price premium.
How on earth can any logic be applied to this??
I had wrongly assumed that you had to live within your licencing authority, hence I applied to TFL.
I can live and work in London yet have a licence from outside TFL's jurisdiction, and thereby circumvent their vehicle requirements.
That's why I see soooo many 24/25/26 registered V-Class diesels all working in London. They're everwhere.
None of them can be licenced by TFL as they don't meet their requirements.....yet they are everywhere.....
One rule for one and another for everyone else.....
