hi
i have not really used paypal before to send money out of uk, is it right that if i send say £300 overseas
the person who recieves the money gets charged.
The person im buying from has told me he will get charged, he is still willing to use pay pal but has put the price up slightly.
The money is going to the netherlands if makes any difference.

I think it matters whether you are giving somebody the money, or it is part of a trade. A wire transfer will give you no security at all, no comeback if the trade goes sour. I've sent money to family in the Netherlands in the past, but luckily I've been able to do it via a UK bank account. I get the impression that sending money abroad is quite expensive without this. £10 to Payal is probably a bargain.
Adding a fee onto your final selling price is already banned on eBay.. listings will be removed if an eBay bloke spots it.. So you can try emailling the seller beforehand reminding him/her of this and then i'm sure your extra 5% or whatever will be knocked off

I am supposing that you are buying from someone on Ebay.
If he is asking for additional money to accept payment via a method he has not stated in his listing, he is ok to do this, he will get charged 4% to recieve money.
But, if he has stated that he will accept paypal in his description, then you can threaten to report him to Ebay for demanding a paypal fee.
