Water rates on empty commercial property

Just wondering if anyone knew if you have to pay water rates on an empty commercial property??

COme to that how are water rates on a commercial property calcualted? A client asked me the other day and I wasn't sure!

Generally yes as water rates include drainage which includes rain water drainage.
