Monopoly / Conflict of interest question

Company A has a total monopoly on a service in Town Z and the surrounding areas. The nature of this service is that it is specific to Town Z - you can't go anywhere else to use a different service.

Organisation B wholly owns Company A. Organisation B has the power to pressure people who didn't even want to use Company A to use their services.

You could always check up what the Competition Commission (the former Monoplies and Mergers Commission) have to say about such circumstances.
