Full size Apple keyboard with Windows 11 PC?

Trying to use a full size (with the extra numeric keys) Apple Bluetooth keyboard with a Win 11 mini PC.

The main key area works, but not the numeric key area.

The "on screen keyboard" option only displays as a reduced layout (no numeric keypad, no "num lock" key), so I assume that Windows is seeing it as a reduced keyboard.

Any ideas how to get Windows to switch to a full size layout?

Plugging in an old PC USB keyboard, everything works correctly.
