Flipping Adobe Reader is starting to do my head in. It's a clean Adobe Reader installation on a clean Windows 11 installation. I've turned off AI generation in Adobe prefs and un ticked every AI box I can find. I've gone back to the classic interface, have restarted it many times and yet when I hover my mouse over a picture in a pdf, I get an (American?) annoying text box pop up. Fecking AI pain in the back side ... grrr How TF do I stop Adobe reader showing these annoying pop ups please?

There are many alternatives out there. I use Affinity Publisher 2, now Affinity 3, which is free, for my .pdf reading/creation. But your needs might be different. Look around.

If you want an incredibly lightweight, fast and free PDF reader Sumatra is excellent: https://www.sumatrapdfreader.org

FoxIt Reader is pretty good if you want additional features too: https://www.foxit.com/pdf-reader/

Erm... The solution is to dump Adobe.

The product is annoying you, change the product to one that doesn't annoy you.

Two very good suggestions have already been given to you (Sumatra PDF and Foxit).

If you're unwilling to make this simple change this the problem isn't with Adobe, it's with you.

Maybe the answer is you can't turn it off?

Maybe that's the actual answer. Who knows....
