The Vintage Classic box layout is different from the new tool range anyway, including having the "Vintage Classic" logo on it.

All they have to do is come up with whatever new box are they like and stick it on the Vintage Classic box format. I don't see why it would have to use existing, old box art.

They don’t have to but that is what they have been doing so far.
I expect introducing a third category i.e. a vintage kit but in new boxing but which isn’t a new kit, is a step too convoluted.

Why? A vintage kit but in new boxing but which isn’t a new kit is exactly what they're doing now.

All that changes is putting a new image on the box rather than an old one. Hardly a massive deal once the image file has been created, just like for every new tool or scheme they do now.
