OK so a friend whos only had his bike license (full limited to 33bhp) for 1 year got stung for riding without insurance (his mother forgot to pay supposedly). As he's a new rider and is currently having driving lessons will any ban on the bike license effect the car license? IE if he loses his bike license where will he stand if he takes his car test and passes, lose that also?
I beleive that in the first year or two people under 25 or whatever the law is are allowed 3 points at 6 they lose the license and have to do retest, correct?

You don't have separate licences.
What does his current licence state in terms of endorsements (how many points are applied to it by DVLA)?
I assume he has applied for a provisional licence and is having lessons on that - I assume they are applied from the date of original offence, so he will have 6 points applied at court.

A person old enough to drive may be old enough not to rely on mum to sort out his insurance, so, unless he really is just seventeen, tell him to stop being a kidult! I hear of people in their twenties who still have their life stuff organised by their parents - sheesh!

New drivers, regardless of age, lose their licences and have to take the test again if they accumulate 6 points within two years of passing the test. This is a sensible measure aimed at discouraging youthful hoonage, or inexperienced hoonage regardless of age. I didn't pass my test until I was 29 (that was years ago now), and drove like a total knob for at least a year thereafter.

I understand this point, but what if the points were accumulated prior to gaining the full licence? Do you, in effect, have to pass your test, to then have it revoked immediately? - and then apply again?Breadvan73 said:

Penalty points on your provisional licence
You can also get penalty points on your provisional licence before you pass your test. These points last for three years and will count under the Act. If you reach six points before you’ve taken your test, your provisional licence won’t be taken away. But if you get any more points within two years of passing your test, you will lose your licence.
That link accords with what I said, and I based my post on the words of the Act itself. Points last for three years, so points accrued before the test can still count towards a ban thereafter.
The site that you link to slightly oversimplifies when it suggests that if a learner driver has six points pre test, he is doomed to spiky bannage if he gets any more in the two years thereafter; as if a learner driver had points from three years before the test, and then drove like a pure hearted angel for a year after the test, he wouldn't get biffed if he picked up three points in the second year, feckless tearaway that he is.
