Flashing when your travelling towards a camera.

Sorry, I guess this will have benn done before, but, last night I was flashed by a camera on the other side of the road whilst travelling towards it. It flashed only once and it was sited in the Scottish borders, speed 60ish in a 60 limit. Is it faulty, can they spot you coming towards you now?.
Are you sure it was set up for the other direction. Some cameras, like a few on the A14, are set up for front photos (useful for motorbikes). Were there any measurement marks on the road? If not then it works on doppler and magnetic vehicle sensers in the road - and would only flash once anyway.
I've had cameras go off at me when I've been well under the speed limit, proving they are unreliable - but never got a NIP, so the Road Saftey Partnership must also know they are unreliable.
