I am an expat working overseas , I am classified as a non UK resident ( no longer have a house here ) I have a uk license ( clean)/

I spend very little time in the uk , 2 months over a year( the rest of the time , working abroad........usually non EEC countries

example Senegal, West Africa...........North Africa

.........Russia... thailand ......always travelling

so do not have UK registered car....

Question is if I hire a car on my UK licence and get flashed from a speed camera........for a speeding offence.

whats the chance of getting caught !!
yes I know the address on my licence is from my old address and is therefore not valid and this is breaking the law with possible j1000 fine
but as i am constantly travelling with work abroad I can not supply a fixed address yet.

To my knowlege i have not been flashed , just wondering whats the worse that could happen

I reckon they would obtain the drivers number from the driving license from the hire company. As registered owners the NIP would go to them and they will copy the license at the time of hire, also likely to ask for more recent proof of address, though an airport-based firm would probably copy your passport as secondary documentation. A record would be placed against that license on the DVLA records awaiting the next time it is amended - such as if you return to the UK and lose your non-resident status.

Or a warrant will be issued for you arrest when you enter the UK again.

In actuality burgher all as you join the many others who are about and apparently untouchable because the cost of going after you far exceeds the revenue likely to be brought in for a summary offence. In the old days Justice prevailed and cost was not the equation.Tiz now.

In reality, process started, informations laid and name entered into records as a person wanted for service of summons so that the next time you enter UK and your name pops up they can nab you.

At the moment as far as EEC is concerned then they can serve summons on you abroad but there is no obligation to attend. Not for long as I understand Brussels/UK are presently engaged in formulating legislation that will make you nabbable anywhere in the EEC. Further, it would seem there are moves afoot in relation to making the RK's responsbile for misdemeanours committed by drivers somewhat like Parking offences where Johnny Foreigner departs leaving outstanding offences, RK has to pick up the tab.

The noose ever tightens.

thanks for the replies,

lucky I work in non EEC countries,

I'm sure the Bibs would prefer to visit Gambia , West Africa to issue me with a NIP on tax payers money !!! ( if the law changes )

try this out mr Blair !!!

I was interested as there are hundreds of expats in a similar position , I have no intention of speeding through cameras to try out this process.

On another note I work as an investigator at RTA's
for large coporations overseas

next time you see the Bibs and Emergency services racing to accident scenes , think yourself fortunate that you have the back up of profesional well trained personnel

you really, really do not want to have an RTA in Russia !!

And what are the main causes of accidents in other countries, in your experience?

In response to your query, I'd've thought the hire co. would give out the address you gave them when you hired the car, in response to the S172 notice. As that would presumambly be somewhere the far side of nowhere, you're not exactly about to be extradited!

Can you register your UK licence to a non-UK, preferably non-EU address (Switzerland!), if you can come up with one?

There are many root causes that contribute to the type of road accident that we have to deal with,
Cultural differences play a major part, ( drinking) especially in countries such as Russia are part of everyday life. ( It is commonplace to find drivers drinking vodka behind the wheel, then falling asleep) 0ne employee was breathalysed and found to have consumed 3/4 bottle driving a 26 ton truck !!

poor vehicle maintenance , badly maintained roads ,inadequate driving experience , perception of speed and distance
hardly anyone wears a seatbelt.
an example of a recent fatality that occured in sub zero temperatures -17c


Two 3rd parties killed in collision with sand tipper truck

On the Federal Highway 10km between the sand quarry and the entrance to the ############ Development license area.

Date & Time of Incident:
17 March 04 09:30 hrs.

Incident Description:
Approximately 1 km from the entrance of the sand quarry on the Federal Highway two subcontractor sand trucks were involved in an incident with a 3rd party light vehicle. The 3rd party vehicle was overtaking one of the sand trucks. The driver from the oncoming truck reported that the light vehicle appeared to lose control and that he was unable to avoid a collision. The impact pushed the light vehicle into the path of the truck it was overtaking. The collision resulted in two 3rd party fatalities and one 3rd party injury. The police investigation is ongoing.

Outcome:
The incident resulted in two 3rd party fatalities and one 3rd party injury. The two truck drivers were not injured.
The light vehicle was destroyed and the two trucks had some minor damage.

Immediate Causes:
The 3rd party vehicle was driving too fast for the icy road conditions.

Lessons Learned:
· Closely monitor road conditions in the time leading up to spring and stop the use of the highway by #### related traffic, if weather and road conditions become treacherous.
· Engage with the highway authorities with the view to improve the frequency of road maintenance.
· Engage with the local police with the view to increase the speed control monitoring efforts.
· Accelerate assessment of alternative sand sources to eliminate/minimise exposure to the highway.

a tragic accident that unfortunately is an all too common occurance.

a huge amount of resources are used to train employees in defencesive driving techniques,unfortunately for the general public , speed , distance and poor driving techniques add up to apalling statistics.

I'm lurking in Russia and some surrounding countries at the moment and I know exactly what you mean!

It scares the life out of me driving in Russia, they really seem to think that they are invinsible or maybe just transparent.

If you won't overtake when there is a tiny gap they think you are insane.

To sum it all up, they bonkers. Try not to crash in Russia but probability says that if you spend much time on the roads in Russia you will.

Don't forget a whole raft of ex Communist-Block countries have now joined the EU. I'm in Hungary and the standard of driving here in many ways is woeful. Only one plus point - practically zero road-rage, everybody (except one ) accepts people cutting in from turn-lanes, overtaking queues and cutting in at the front etc.
