People "in the know" are aware there's no film... until someone forgets to tell them camera has been filmed up!!
I am not saying that this scenario is what happened in this case, just posting a possible scenario.(hope that covers me legally!)

Ah, the 'Speedwatch' Vililantes! We have them around here and my wife and I have had a couple of letters. They actually sent a PCSO round to educate me after I was 'reported' by the vigilantes for doing 36 and my wife was twice 'reported', but in my car, for 37 and 38 respectively. The PCSO seemed quite 'miffed' when I simply told him I was not interested in 'Vigilantism' and was not prepared to waste time discussing it. He gave me a pre-printed note from a Superintendant which said that one-third of all accidents are caused by speed (not speeding or excessive speed, just 'speed'). I pointed out that speed was the movement of a vehicle and represented its distance divided by its time over that distance, so as all accidents involved moving vehicles, 100% of accidents were caused by speed. He gave up and went.
We have a couple in a village near us, who stand outside their property, one is wheelchair bound (and probably jealous of those still capable of driving), the other is just old. I was told that someone had mounted the pavement and raced towards them.
