New Richmond Park Limits - Enforceable?

Oh joy, Richmond Park now has a 20mph limit. 
Without getting into a rant about why on earth this has come about, my question is in relation to the signage required for the new limit. At the entrance to the park there is a 20mph limit sign in a red circle, but there are no other repeater signs alongside any of the roads - only lettering on the road (yellow numerals in a yellow circle).
Is there any requirement to have signage with the limit within a red circle, or can I assume the "no street lights or indications otherwise so 60mph single carriageway limit"?
Just an idle thought as I trundle along behind Mrs Micra-Lemming at 20mph whilst being overtaken on both sides by cyclists, safe in the knowledge that even less harm will come to us because the limit has been reduced.
And no, there aren't any prosecutions pending - at least not that I'm aware of.
