Seems to be one of two On Road/Off Road:
1. A quad or its more technical classification - Quadricycle- 4 wheels, net engine power not exceeding 15Kw, unladen weight ne 400 k (goods vehicle 550Kg) does not fall because of the number of wheels (4) into the def of a motor cycle. You say it has Road Fund Licence so presumably it has been registered with DVLA,Index Mark allocated which has to be displayed and I would be interested as to what classification they have allocated it car, tractor, ag vehicle etc?. If car then all the whistles flutes and bells that apply to a motor car come into play and apply. If other maybe some exemptions will apply as to fixtures and fittings.
As to Insurance then if it is on a road then Insurance required period, as it is a motor vehicle - a Goped was held to be a motor vehicle. There is no exception under the Act that would apply seemingly to your use as a private individual.
It would also seem that it may well be able to be classed as an agricultural motor vehicle - constructed for use off road for the purpose of agriculture, horticulture or forestry and PRIMARILY used for one or more of these purposes. (Seems this is the most common use).
Under S.2 Vehicle Excise and Registration Act 1994 a vehicle is exempt Excise Duty if it is ONLY used for purposes relating to agric/hort/forestry, used on a public road only in passing between land occupied by the same person and the distance it travels on a road between land does not exceed 1.5 Km.
Serving Traffic BiB's will have been circulated information by DofT as to what classification these vehicles are thus how to deal with them. Regretably I no longer qualify for this information.
What I would say is that if you have any qualms then have words with DVLA, and VOSA (Vehicle Inspectorate) both of who have WEB pages that give a contact EMail address. As the ultimate authority then you can take what they say as nigh on gospel - until such time as a High Court upturns their decision.
