Overtaking on the inside ... with a twist

OK. Here's a real-life situation (at least in regard to the raw scenario):
A one-way street comprising two lanes; about half-way along the street is a pedestrian crossing with zig-zag lines. Traffic on the right-hand side of the street generally moves more slowly than that on the left-hand side. Many times, that speed is merely a crawl.
Now, can one overtake on the left-hand side in the zig-zag area?
Of course, "common sense" says that there should be no problem (subject to sight-lines and no pedestrians actually crossing ... but, as we all know, "common sense" is no longer a requirement for the magistrates who would adjuducate if you were brought up before them.
An academic question, but an interesting one to debate. BiB/lawyers?

My point was precisely that about the zig-zags. Lawfully, then, you can only proceed at the speed of the vehicle alongside you (in this case on your right) until your vehicle is clear of the zig-zags.
Which brings us back to my point about common-sense!

Highway Code (can't remember the Rule No):
says something like "You must not overtake on the approach to a pedestrian crossing" - again, common sense says you can but you have to be helluva careful, I would suggest, that nobody crosses in front of the car you are passing, because if you hit them, you're probably nicked!

Give over yourself. You don't even have to read between the lines to appreciate that this was a comment about common-sense. If one followed the letter of the law, two lines of traffic would be slow-moving/stationary when only one is actually obstructed. As the crossing in question is a Pelican, the lights control both motorist and (supposedly) pedestrian traffic.
And in response to someone's comment about a "dual carriageway", I said it was a two lane, one-way street. I was actually describing the very common situation in Downing Street in the middle of Farnham, Surrey.

I know exactly where you mean. I believe that part of our role when driving is to proceed in a manner which facilititates traffic flow and progress. Should you blindly follow the rules posted, and treat it as an 'overtake', then you'd grind Farnham to a halt. Personally I trreat it as becoming a separate lane at that point and do whatever is sensible. I have been followed by plod once doing this and they certainly did it too!
