Safety Camera's.......don't make me laugh!!

Having just got done for 39 mph in a (dual carridgeway!!) 30 mph road by a (hidden)police camera in the Bristol area I was recently coming home up the M5 towards Gloucester when all of a sudden there was nearly a pile up. A Scamera van was parked off a bridge over the motorway (so you couldn't see it) and what looked like three portable camera's where hooked up to it pointing at the motorway.
The motorway was clear and traffic was moving well but as soon as people saw it (so well hidden you could onlt see it when you were on top of it) they immediately reacted (regardless of their speed...knee jerk reaction). A pile up was narrowly avoided.
How does this contribute to road safety!! Surely a visible deterent does this better. Are they trying to avoid congestion in the Bristol by hiding camera's all over the place to get people disqualified for very minor infringements? Where is the discretion???
