Tractors ?? Do they have mirrors ??

OK, I probably missed this one earlier, but here goes.
Can any of our Constabulary memebers tell me if tractors can legally drive for 9 miles on a busy A-road at a top speed of 23 mph with a mile long queue behind them, or are they obliged to let traffic pass when possible.
I seem to remember that someone told me they had to pull in when more than 8 cars formed up behind, but that could be tosh.
It remoinded me of the little ditty I heard on a CB in deepest Norfolk.
" Oi carn read, an Oi carn roight, bur Oi carn droive a tra'or."

I suppose technically they can BUT will depends on circumstances, availability of passing places/laybys etc and number of vehicles held up.
The offence of driving without reasonable consideration for other road users may be used but as to whether a conviction can be secured is another matter and will depend on the Bench.
Similar set of circumstances on A59 between A1 and Harrogate last year, driver booked for DWRC but the Mags wouldn't wear it and he got off.

A farmer explained to me that, particularly at harvesting time these drivers are agency men and are on piece work. Therefore every incentive to get from A to B without stopping.
