I know this has been done to death, but just received a call from my 78yr old Mother distraught over a £150 (£75 if paid in the next 14 days) parking ticket.

She parked at a FREE, very large shopping car park in the North East (Byker) nearly 3 weeks ago and a letter arrived in the post yesterday. My sister drove down there today and said there is a small sign saying maximum 4hr parking. My mother has no idea how long she was actually there for, but said it was possible it may have just been over the 4hr's if at all.

How would they have known how long she was there for, cameras? and is the fine enforceable? If not what should she do?

Only issue with above is the effect it may have on my elderly parents if she refuses to pay and they send threatening letters. Any advise gratefully received.

If its NOT from the council, or the DVLA, bin it. And ignore all letters. Search PH for more info.

Also Im not sure if it applies to parking tickets as well as speeding fines but they only have 14 working days from the date of the offence to notify you of the offence.

It's not a fine.

It's a private company trying it on.

Ignore it or write back telling them you (or your mum) were not the driver of the car at the time (assuming she wasn't, I'd never encourage you to lie)

Technically, any "infringement" comes under contract law and the contract lies with the driver, not the owner.

As they won't be able to prove who the driver was it's a non-starter

You are under no obligation to state who was driving the car.

Be prepared for all kinds of letters/ demands but eventually they will just go away

The retail park at the byker end of shields road has anpr cameras.
The theory is that you phone to pay for additional parking. Although since asda opened a new store there it's hard getting parked at all at popular times.

Tell them in writing that she wasn't driving the car at the time.

Intercept her post and pin it to your fridge laughing at their desperation.

Then drop a terrible dump on them and post them all back.
